I don't believe for one minute that Google genuinely cares about user safety. Adwords versus organic listings are contradictory. The sites that get Adwords accounts suspended without warning are the same sites that easily appear in organic Google listings. It's hypocritical. If Google really cared they would build the same measures into their indexing algorithm and improve their terrible Adwords customer service.
