Imortant. If you want it to work you need to also follows this instructions:
Import - This option can only be seen at the Website level.NOTE#1 Do not modify the CSV file with Microsoft Excel. Magento requires all the strings in the CSV to be enclosed with double quotation marks. Excel removes these making the CSV invalid. Magento will simply ignore it. NOTE#2 You must use the ISO 3 character codes for the names of the countries. For example, Afghanistan is AFG, Malaysia is MYS, etc.
