What difrence does it make to apply nxt jumbo pencil as if you didn't does it make the color pop?

I have a hard time doing a "smokey eye" look. I'm fairly new to makeup application so I've been browsing YouTube for makeup tutorials. I think you made the smokey eye seem fairly easy in this video. I am going to give it a try (or two). Wish me luck!
