Her name is Yokoyama Chisa. She is both the singer and seiyuu for Sakura. Everybody else is there own character as well. They all can sing.

wow. nice video. Only the japanese can get away with doing this kind of stuff hahaha. There were two characters with microphones i couldn't recognize: the one between ohgami and iris, and the one between ayame and koran.

No, these are the actual seiyuus for the characters and it would be wrong to replace them with someone else. If you find a replacement, the character wouldn't be the same.
