A shotgun is best, but try killing a blo0dsucker with a pistol (especially a PM or a PB) just for the challenge. Best I ever did was with a PB loaded with +P+, nailed it in 4 or 5 shots (one of them was to the head). In Oblivion Lost, shotguns seem to be weaker than they were in Shadow vanilla (same for the Dragunov sniper rifles).
