Stan, it is same in Oakland on 9th and Franklin Streets. Not only is it Handicap Placard gathering, but also double & triple parking.

My mom and dad shops around this area all the time. It's not uncommon for this practice of them. It happens pretty much everyday unless DPT shows more often.

Good job, glad they "cleaned" it up, even if it was just for one day. Hopefully, it'll be more.
I've thought about parking at the meter without paying, but there are too many trucks doing parking enforcement around Georgia State University.
