MauriceBastard shows tons of hit lag coming off the skeletons. He's got a 60-65ms latency according to the in game measure. The game runs 60FPS on his computer, and his monitor is set to 60Hz. At this point the hit lag must be intentionally programmed into the game. Why? Perhaps to stop rushing. If players could rush past monsters and ninja loot all the chests/bosses it would destroy the d3 economy. The hit lag forces players to fight mobs more often and thus slows them down... how ever slight that might be.
