In 1943, Cairo Declaration, announced by U.S, UK and China, required Japan must return Taiwan to China.

In August 1945, Potsdam Declaration confirmed that Cairo Declaration must be performed，meaning ** Taiwan belongs to China**. And Japan did return TW to China in 1945.

Did this speaker really do the research? Of cos, for some foreigners, the best answer is power, like what happened in Korea and Vetnan.

Japan did not return Taiwan to China in 1945. That was only the beginning of the military occupation. The stated intentions of the Cairo Declaration, Potsdam Proclamation, and Japanese Surrender documents were all based on the relevant specifications being placed in a post-war peace treaty.  However, in the San Francisco Peace Treaty of 1952, Japan only ceded Taiwan without designating a receiving country. Hence, the ROC is not the legal government of Taiwan.

Well, the Cairo Declaration and the Potsdam Declaration are not treaty, i.e. they do not have the consent from Japan. In order to conclude all the post-war issues, a treaty with japan is necessary. Therefore, the SF peace treaty has the legal position to govern all post-war issues.
