On 21 st, November 1974 the draconian, PROHIBITED AND UNLAWFUL SOCIEITIES AND ASSOCIATIONS ACT, 1974. commonly called the Dread Act was passed in Dominica which saw police given full legal permission to maine or kill any dreadlocked person or Rastafarian on sight without fear of prosecution.
