Yep! Strange thing is that they do it whenever they're in my sights, but I've also noticed it when I face them with any other weapon. I think it's just a general 'I see Freeman' response, not a little Easter egg they tried to hide.
They were much more discreet and even MORE challenging in the beta version of Half-Life. The moment they'd see you, they'd try to safely take cover behind anything (except exploding barrels). I had trouble getting them from a distance. Not so in the latest HL2.

You saw exactly what you were supposed to see. The signal looked like he was saying "don't do that". As in "Don't shoot".

Nice, but what happened? I didn't hear or see anything other than the Combine soldier giving a hand signal.
