There is an easier way to defeat blitzes as Nero, albeit more time consuming depending on the battle. Simply use charge shots (1,2,3, all of them are fine) to remove the shielding, then run up to him after unleashing devil trigger. Buster the blitz while charging up the Blue Rose, and continue until you've hit it with three buster attacks. Then shoot it with what should be a level 3 shot by now, and immediately charge again. As soon as he gets up, shoot him a final time for a consistent SSS.

Hmm... Did you have the shoot button on R2 button? It's a lot easier to charge the Charge Shot 3 that way. At least for me. =)
