There are machines mounting those harddrives... the same machine could dimantel the HDD and extract & replace plates...
And shred the old plats only...

For some sensitive data, that's not enough. Even if you overwrite it multiple times, there can still be a little bit of a magnetic signature.
Destroying hard drives with confidential data on them is common practice.
