This is part two of the early American musical, 'Glorifying the American Girl' (1929), produced by Florenz Ziegfeld and featuring-but not starring- Rudy Vallee, Eddie Cantor, and Helen Morgan. I do not own this film and do not have the permission to upload it.
Of course, it's in the public domain, so there's no-one who could have given me the permission. Vision St. Clair, the company which produced the DVD from which the video was taken, may have rights to this copy that I am not aware of, however.
The picture quality is only marginally worse than the DVD quality, if you're wondering. During some quick movement, bars quickly flash on the object moving. This is unfortunate but not terribly noticeable, and a common glitch made by many DVD-reading software.
