Armenia's dept. for Motor Vehicles (DMV) or "Guyee" would not issue license plate numbers due to 3 missing letters in the car model number written in a form by Armenia's customs agents. After going back to the customs agency and confronting the customs agent (man wearing blue) responsible for the car model number , he refused to make a correction or provide written explanation to take to the DMV (not on camera). Hence, i then started filming my complaints to his superiors and himself, and eventually he agrees to make a call to DMV to explain why the 3 letters are missing from the car model number. I later came to realize that the DMV employees had created this erroneous obstacle for me with the hope that i would give them a bribe for the "mistake" to go away. June, 2009.

Man, those are the things that make me sick. Those are the evil remnants of Soviet Union.
Unfortunately every country of former Soviet Union is no different than Armenia

There is the government issued price for import which is the karavarakan gine and then there is the price where you can bribe the right guy $50 and he will get you the same price as the what everyone else pays. I forgot the guys name, but my 99 e320 was rated at $5500 and I got it down to $4200, this was 2 years ago. Ask one of the car sellers (dalaals) who they bribe to get their work done. It should be one main guy, he was working close to the Rastamoshkai Pet. Good luck.
