the President is billed for all his own non-work related meals in the white house. The White House has an essential role to play in that its where foreign heads of state come when they visit the US. Its not just a house for the President. If you think that having a 5-star kitchen for important visitors isn't an needed part of diplomacy, you're crazy. The Queen of England and the PM of France wouldn't invite the President out for McDonalds if he visited. That kitchen is representing the country.
