And thinking you got more info about the subject, then the commition that sets the rules, is altso pretty dumb. Average start? Steira might have won the 15 km if she was better sprinter. Both she and Johaug might have won 30km if they been better sprinters. That has not really changed even with Johaug winning one sprint finish. They also were best climbers back in 2009 pre-Liberec in Tour de Ski last climb. Biggest change from 2009 actually imo is that their waxing team is a lot better. Especially in Oslo 2011 it was overall best. Home territory advantage perhaps.
