I have heard many people speaking on TV using "umm" or "err", & they were from several different ethnic/racial backgrounds. Maybe this man isn't the best public speaker, but that isn't the issue, nor is it the topic at hand. I suppose some people will use any topic as an excuse and forum to present bigotry & hate. Please, if you're going to post a comment about how someone speaks, make sure you use grammar properly. Your last sentence should have contained the word "written" & not "wrote".
