If you can figure out how create the effect on a still frame, the rest is just repetition. The effect itself is achieved simply by selecting the outline of the figure, applying a punch effect, then contracting the selection by a certain number of pixels and repeating this as many times as is necessary. This can be done in any full-featured photo editing software. In order to do it in video, you'll have to first break the video up into frames and then reintegrate it when you're done.

it sounds very tedious, but would be worth it. How much is the software?

The version of Paint Shop Pro I used for this (version "X") is old and probably not widely available anymore. I'm sure the new version would work fine, and that would probably go for around $50. Then you'd need a way to break up the frames and reintegrate them, and if your video editing program doesn't have that functionality, there are various ways to do it. However, it is very possible that you may be able to do it all for free with Gimp, a free photo editing app. Check it out on Google.
