They did use some sort of voice-changing technology. A website once mentioned it, as it is still William Daniels who speaks the lines (contrary to what KRA has written). It's still him, just modified.

KITT sound like one of those voice changers..
Like his lines are be spoken through a voice modifier so his voice sounds distorted.
