Nasty Neighbor (Read on description)

Our neighbor likes to mess around our home's while we are not home!! he's suppose to be a minister and he does this sort of thing.. always coming home with things messed up or missing....my neighbor stake down his trash can thinking it's animals getting into it, but to our surprise it's the rotten neighbor.. Also he is a hoarder and goes through the neighborhood collecting trash and bringing it back with him

Now he know's about the camera's and he stands on the sidewalk and throws the middle finger and then waves... several nights in a row he would be riding down in his car and then his headlights would be facing my house, he flips on his high beams off and on...for like two minutes then park his car... this man is NUTS!!!!!
