Virginia's DOT did a heck of a job clearing I95 for the storm on December 18th and 19th, 2009. We didn't see ANY working plows on northbound 95 that day. It took us 11 hours to go from Cheste, VAr to Joppa, MD. We did, however, see about 4 or 5 snow plows who had gotten themselves stuck in ditches or had driven off into the median and gotten stuck. The road was straight ice and snow. We were stuck around mile marker 135 for so long that I was able to get out and walk the dog, chat with some fellow travelers, Meagan changed the baby, cleaned off the car, read War and Peace...etc. VDOT's strategy was, "If traffic is at a standstill, that means no snow will accumulate!" It was crazy and a definite FAIL on the part of VDOT, especially since as soon as we got into DC and into Maryland, the roads were pretty decent.
We ended up getting 22'' of snow here in Hampden-Sydney, in that storm.
