Storyline:
Izaya is in love with Shizuo. But Shizuo is little dense and doesn't notice that.
Izaya sees him with a woman and it pains him. The next time they meet he's trying to behave as always but his mask slips for a second.
He knows about Shizuo's past and thinks about how he must felt with all that strenght as a kid.

Ryohgo Narita (the guy who wrote DRRR) made a one-shot about them. In Vamp!, which he also wrote, a succubus tries to seduce Shizuo by transforming into Izaya... because she senses the attraction

Also in the anime, Simon does mention that Izaya "just doesn't want to lose Shizuo." Izaya doesn't deny it either ^_^

I don't see their relationship as hate. Izaya loves Shizuo, and Shizuo hates that he loves Izaya back. It's sexual tension.
