I'm partitial to a 5 chime step top, like the one on S.R. #4501.

That is not the best sounding whistle. The best whistle suited for 17 would be a Nathan 6-chime, or a logging Crosby 3-chime.

it is the tender from 2-8-2 #5 which is not running currently

I volunteer at this railroad (in fact I was the brakeman on this perticular train on the following day), and we have to put a tender on the 17 when we take it to Tacoma because 17 just doesn't have the water capacity to make it on her own.
