If you're at all well travelled or at least mildly knowledgable, you'd understand that not everyone is fluent in another language, myself included. However, when i go to these places i do at least make an effort. In Spain for example, waiters at restaurants will not snarl at you for not knowing their language, they embrace your culture and try and educate you about theirs.
