Denver -- State lawmakers today unveiled a bill that would make major changes to Colorado's medical-marijuana industry, allowing retail-style dispensaries to remain open, but forcing them to re-organize as licensed, non-profit "health centers." The bill would also place an 18-month moratorium on new commercial dispensaries. The bill also would require dispensaries to grow the majority of the marijuana they sell, thus eliminating freelance growers. Perhaps most significantly, the bill would draw a crucial distinction between small-scale and large-scale medical-marijuana providers. Small-scale providers — people growing and supplying marijuana to five or fewer patients — would not have to be licensed and would qualify for the protection the medical-marijuana section of Colorado's constitution gives to "caregivers." Large-scale providers, like dispensaries, would have less statutory protection, meaning cities and counties would have broad authority to regulate or even ban them from their communities.

  • I applaud the advocates, that can't be easy. And who the hell are these politicians to regulate the free market? How about limiting 5 cartons of cigarettes to be sold per gas station? How about we put harder bans on the more lethal drugs such as beer and tobacco? The more lethal, the heavier the ban should be..

  • Its 2012 and yet, we still have these stupid laws to overcome. There is no reason that more, if not, all states should have marijuana legalized for medical use at least! Yes.. Weed is amazing to just smoke for the "high", but thats a horrible reason to keep it from people that could actually use it to help their illness/pain. COME ON AMERICA!! Have a little bit of sense, and make some money. Tax it, or whatever you need to do, just make it legal. That also goes for the Feds... DEA GO AWAY! PEACE

  • the medical thing is annoying. just legalize it completly. I think adults to smoke cigs and drink can make an effective decision to smike weed or not. geez.

  • Elitist motherfuckers benefit from it being illegal. If herb becomes legal to all of us these guys are out of a job, and out of the seat of power. Thats why they want it to be illegal so they can have their exclusive special little clubs with all their buddies just like little kids while the rest of america drinks itself to death

  • LOL.. i love how they want the Med canibis doctors have a closer relationship yet I cant get my own doctor to remember my name...

  • 1:19 "and unlicensed caregiver" what does that mean? some random guy growing weed in the state?

  • Big pharm withholds potential aids and cancer cures because they want to make more money. While folk remedies are suppressed, banned and forced to be non profit under a "free market system". Liberty and justice for all. Fail.

  • do you take one caregiver growing for 5 people 6 plants each,30 plants.how do dispensary rules differ so that they sell to many patients and grow or acquire a larger amont than allowed to a co-op?

  • So if it is non-profit ,how much is a bag.I mean somthing last a minute like an oz. If the shit sells at 500 at oz. there is someone, many, making helloprofit.I would like to get out to a legal state and open a dispensary cause I could help alot of people. The baby boomers are getting older and that will mean alot more poeple sick and dying at once.I am sure you have noticed the build-up of hospitals. That is going to break us if we don't use the medicines that are affordable and accessible
