It's a 'flashie', my name for that type of thing. I have always seen them at night, and the rotating colors make them look like little cop cars sitting immobile in the in the sky. Then they can suddenly move or even disappear. Never saw one in the day. They are getting very bold, coming down lower and with greater frequency, and they are REAL. Saw something on 1960 W. at low altitude, sitting in the sky; had grid-like appendages.

That's the real deal. IT only abour 500 feet off the ground about 1000 yards away at an inclination of about 30 degrees. Do the math. Check out my video and you will see the exact same type of craft. If you notice on the lower portion of the sphere there is a rotating dark spot much like a pupil. Is the the infamous flying eye? That symbols is thousands of years old. If you watch this vid carefully you can even see a color change near the orb. Red and green.
