This is a seldom seen color sequence from Devil May Care starring Ramon Novarro from 1929. Unfortunately Hollywood's view of French folklore may not be entirely accurate. :)
@HarborGuy - Yes, the framing seems a little awkward. It appears the idea was to simulate a full live stage view.
The Techicolor would have been the old "two-strip" process that used only two of the three basic colors. A pleasing picture, but not as good as the "three-strip" we're used to.

The french revolutionary era, wasn't (La Marseillaise theme)?
Pourquoi pas ? May be the late revolution, Consulat, or empire (Napoleon)(hats). For the cancan, non !
