My mother does that. She's about his age. She takes medication that helps reduce symptoms of dementia. One of the side effects is exactly that sort of tongue tic.

I found it funny to imagine that someone might actually base their decision on this picture or media trying to manipulate voters in the way this video suggests so I just "satirically" took in the position of such an ignorant voter myself.
