This is a parody scene from the Animaniacs, one of my favorite childhood TV shows - Season 1, Episode 21. (Hitchcock Opening/Hearts of Twilight/The Boids) It mimics the Alfred Hitchcock TV intro. :)

EDIT: I'm pretty sure that "Flamiel" is just a nonsense word that they shout out. I don't think that it has any meaning - just like a lot of the stuff Mr. Director says.
