it shows the soviet flag because the jackal's real name was Ilich, after Vladimir Ilich Oeljanov, better know as Lenin. The jackal's father was a communist and for the first part of his life, Carlos the Jackal was raised as one too (He even studies at Moscow university as a youngster)
