Surely if traffic speeds are generally 12mph, then a 20mph limit cannot have any negative on the "traffic flow"? There is no logic in what he says at all.

KSI is Killed and Seriously Injured. There is dispute about what casualties are included in the figures, but even if they do under-report the assumption is that they do it in a consistent fashion. This allows you to judge trends accurately from year to year.

For nineteen years there have been consistent year on year falls in the total number of pedestrians under 16 hurt on our roads. Last year that changed with 151 more children injured on our roads than the year before, a 14% jump.

What is KSI? If its cycling accidents I’ve been knocked off my bike 3 times by traffic and traffic detritus around London – once even hit and run on Putney Bridge – but never officially reported it. I did send an email to the police asking them to record it but never received a response. I doubt very many cycle accidents are reported at all TBH unless they are very serious.
