@STARsix2six id adjust the carb maybe let more gas in or less gas in also does it have air cleaner cause if not put one on try that

let it warm up a good ten minuts while its choked then see if its good

there is nothing wrong with your governor u tard. make sure your carburator is squeakey clean and adjusted right.
