A man was stopped by 2 police when I approached them by Pioneer Square I filmed this to monitor and document how the police were going to treat him.
Soon there was a Chiers Van (detox workers) and a Fire truck all assisting.
While it seemed to be somewhat overkill in manpower at least nobody was being arrested, cuffed, beat or abused.
I was told his mental health and safety was their concern, (I like that)
When I asked an officer what happened he seemed like he was not going to answer my question ...untill he seen my big "Indymedia press pass" hanging from neck, he then offered up his information and walked off. Everyone was aware they were being filmed. I am not sure if that had anything to do with how they treated this man.
@suffer247 As I understand HIPAA only the first responders need to protect the patient's health information. I don't think it applies to public filming.

@suffer247 well its not that I want to "violate" anyone nor intend to... I feel pretty secure in my right to film in public. Most of the times I'm polite and respectful. It may be annoying, I can appreciate that, I'm filming for accountability, and justice. Do I "want to be a martyr? " ..no not really. Note: I already changed the Portland police policy on this very subject goggle "Police Take Joe Anybodys Camera" - actually I almost got rich over all this... but for me its not about the money!

@zebra334 Since you feel the need to keep responding to me.....I'll respond. I've seen that video. Congratulations for finding another idiot who thinks because he has a camera and a US birth certificate, he can do what he wants. There is ZERO mention of the patient's HIPAA rights. I would strongly urge you to read the whole thing. It's kinda scary how it lays out liability for violating a patient's rights. It's a law that is waiting to be tested. Do you want to be that 'martyr?'

@suffer247 Hey if your hiding something then you may want to worry. "Go ahead and try to stop me filming on *your scene." - I didn't violate this man rights in any way, I suggest you make sure your not "violating rights" before you worry about me. Thanks for your advise I will look into it.

@zebra334 Last response here, as I can't stand wasting my time w/ignorant fools. They didn't ask you because many don't feel it's worth the bother. I'm not one of them. You can say I'm full of hot air but did you bother to check it out? Again, don't take my word for it, check out HIPAA laws for yourself. Or don't, I don't care. Eventually you will post the wrong person up on YouTube and you will learn what I'm talking about. I catch you doing it at my scene, you'll stop filming.
