Its true. I think it's more important now to see whether Union Carbide and (ALL the other multinational companies who build their industries in the third world countries) follow the same if not revised protocol, evacuation plan and safety measures; as they would if the industries were situated in the first world countries.
We can't forget about the double standards that these companies carry in general which is not always upto an individual per se.
But how could you want to punish someone who have nothing to do whit the disaster? Suppose a murder happened in a given house, and goes cold. If I bought the house, should I be tried for muders :X Absurd, criminal reponsbility is individual and not transferrable.
