He's not so smart, he's just willing to live in the gutter.
There's a difference between smart and willing to do anything. We all think about Rovian stuff to do in our lives, we just choose not to because we have morals and ethics that are higher than his.
He is scum, and happy to be scum.

They hired Rove for his access, that's it. That's why any news org hires any political hack... for access to the other political hacks! They're hoping Rove will give them an inside track to get insider info from Administration officials and insiders.
