@WangkorWat This event is annual. It is no different than you or I going to watch a Carnival and one of the floats losing controle and running into the crowd. It simply should not have happend. It was not predicted and therefore not expected.

It's a tidal bore. It usually doesn't get that high, so they probably didn't think they had anything to worry about until it was on top of them. They were just lucky no one got killed.
