"No Surprises"- it's roughly about people being so voiceless and beat down that they've lost the will to do anything about it, being so in fear, that they'd rather live a quiet and simple life, with "no surprises"

I'm guessing that, it's about governments taking away the rights of the people, taking their happiness and their reason for being, and you know that it's "You vs. The Government" so you're hopeless, you've given up.
