This report explores the Procedural failings in the way the Police Case was handled, including allegations of fabricated evidence and failings in the chain of evidence that begs the question...Was this man a victim of overzealous cops keen to make a name for themselves in what was New Zealand's first asset seizure under the Proceeds of Crimes Act.
