@SNAlPER still there is old "who would police police?" question.
Eugenics is cool, when you're at command.
Maybe censorship should be switched on and off each 4 years, so that destructful effects of both obscurantism and vulgarity had no time to develop fully.

@SNAlPER Sci-Fi and cartoons were sorta "low" genre, for kids an for mindles entertainment. So censorship was much telaxed there. Like "if you're so unmendably ill, we'd not let you touch serious arts, but okay, you may find your niche in pure entertainment"
This resulted in entertainment unexpectedly turned into more serious and sometimes philosophical, than true official arts genres :-)
