  • You don't need to worry about using static web pages to achieve what you want.

    The two options you have are:

    1) If you're using WordPress 2.7, it already supports the concept of 'sticky posts'. You'll find the option when you expand the 'Visibility' option on the post creation page.

    2) If you're using an older version, you'll need a plugin such as WP-Sticky or Adhesive.
