It is not an exact measurement of the HDD's activity, it is more of an approximation.... the circuit is based around the LM3916 VU meter IC, the input is coupled through a couple of opamps, the HDD LED on a pc will usually blink when there is HDD activity, this circuit basically takes those pulses and converts them to be used with the VU meter IC, the more blinks the more of the LED's are lit (sometimes it may seem as if the HDD led is lit continuously, but it is pulsing rapidly
