From Ueno Station to Ameyokocho, which was a black-market area following WW-II. For about a decade now, there are inexpensive discount stores everywhere, so not as many people go to Ueno in search of bargain prices as they did before. In this 1990 video, you can see how it looked before the number of customers started falling.

Nahaha~ Selling shades in that manner, that's still being done here. I bet that's just a thing of the past over there.

There are still outdoor stalls in Ueno, but mostly for food. Now you mention it, I haven't seen sunglasses out in the open like that for a while, but I also don't go to Ueno very often. But watching this video I took, I realize that it has changed a lot. There weren't so many cheap places to buy things before, so people went to Ueno, now there is cheap stuff everywhere, so people only go to Ueno to walk and look, but not very often to buy. - LHS
