how can i make all of the city for elites only i built about 10 schools and still didnt provide education for a small area wut type of schools should i build for suits,radical chics,and elites

I have full version of this game too and I like it. Not as good as SimCity 4 but different sosiocultural groups give this game nice and needed original feeling. Video was nice too, though it would have been longer.
