All these statements may be true. However, let's not be sexist here and bash only men. If they're not raping the Haitian women, then the women are having these babies willingly. They can look around and see what's happening. They can keep their knees together and stop bearing uncared for children for a bunch of lazy men. Also, last I knew, Haiti was a sovereign nation. They could be influenced by reducing foreign aid, but they aren't really accountable to other countries.
