why does the arrow wiggle like a snake during flight?

Inertia of the tip causes arrow flexing. If arrow would be stiffer it can broke. Bow strenght (weight), arrow stiffnes and button stiffnes should be balanced to prowide smooth fligth of arrow. Read about "archer's paradox".
