I don't think Londo knew EXACTLY what Vir wanted,only that he had a deep and abiding hatred of Morden. And so Londo's vicious imagination did the rest.

Of all the ones who were asked by Morden what they wanted, Vir was the only one who truly got what he wanted. Londo, for example, got what he asked for, but it really wasn't really what he wanted.
