It was played on an emulator. A console will always behave the same if you give it the same input sequence. Thus, it is possible to create these Tool-Assisted Speedruns by saving a sequence of button presses. The game was slowed down to optimize movement. The game runs at 60 frames per second. You can save the 'state' at a certain frame. This so-called savestate saves the calculations and inner workings the game was about to do.

You can save and load such savestates to try different strategies to optimize the movie file (the file that saves the button sequence). This is just how I knew where wheel was in the ability roulette. I loaded a savestate over and over and tried until I got wheel. This is more of an in-depth explanation, but I wanted to tell you exactly about TASing. If something's unclear, please ask or head over to tasvideos(dot)org for more info.
