I look at it this way, if the FBI can change a mobster's identity and put him in protective custody for up to 20 years, why couldn't they do that with Pac? He had the money to make this move. Judging from his movie roles and music themes he was one smart mother fucker, maybe he outsmarted us all in this whole thing, maybe he's really still alive somewhere sipping mixed drinks on the beach. After 15 years though he's not coming back, why would he? He gains nothing but another target.
