just like chun li and china alley, or the asian temple, that is "not" ryu. or the big boat arena that is not the boat stage from ken.

@guruofmonkey I've made this same argument about tier listings all my life. Sure, a top tier character is top tier because they naturally have more priority, damage, speed, simplicity, effectiveness and what have you BUT you can ALWAYS get around that. If you play smart enough you will always come out on top. Unless of course you're playing someone who just plays smarter.
