Toronto, Ontario traffic jams. The main cause

Took this photo at the corner of Yonge St. & Queen St. in downtown Toronto. This is the biggest cause of traffic jams in Toronto. Ignorant drivers illegally entering an intersection knowing full well that they can't possibly clear it before the light turns red. Thus tying up traffic including streetcars and putting them way behind schedule. There are NO Turns allowed at this corner in any direction. However I counted several drivers deliberately making turns. Enforcement is what we need and strict penalties as well. For the record, it is illegal in the province of Ontario to enter an intersection if you can't clear it and once you enter an intersection, you must clear it once the light turns amber.
